Authentication service updates

The shibboleth authentication service for Penn State Access Accounts (as1.fim.psu.edu) will undergo 2 configuration changes this week to further improve reliability when dealing with the problem encountered with alert-4381. Users should not experience any problems while these rolling updates are applied.
