Authentication service update

Continuing work performed under alert-4392, the shibboleth authentication service for Penn State Access Accounts (as1.fim.psu.edu) will undergo another change on January 4 to further improve reliability when dealing with the problem encountered with alert-4381. Users should not experience any problems while this rolling update is applied.
