How to check iPhone Activation Lock status?

Apple introduced Activation Lock in iOS 7 to deter theft by preventing anyone from completing initial activation and using it unless the owner used their password to wipe the device. If I buy a used iPhone, how can I make sure that Activation Lock is off before I hand over the money?
