Resolved: Incoming/Outgoing calls impacted by Significant Level 3 Outage.

Service has been restored by Level 3 and appears to be stabilized. Inbound and Outbound calls are able to be completed successfully. ITS support staff will continue to monitor the status of the issue and provide updates as new information becomes available.
